Also used by the MEDIONmobile web stick (Model S4012, P/N40031337) when the device is in MASS STORAGE MODE.
This device later switches to 12d1:1001 Huawei Technologies Co., Ltd. E169/E620/E800 HSDPA Modem.
Is this id always used for the mass storage mode on Huawei devices ?

"Modem on" is incorrect.
I've got an E161 with this ID where it is exactly the other way around: this is mass storage mode only.
It switches to "12d1:1001" in modem mode, while the mass storage remains accessible.
The windows driver storage is a "virtual CD-ROM", there's also a Micro-SD slot included.
According to various descriptions on the internet there are devices which use "1446" as the mass storage ID that switch to "1001", and vice versa.
