I can confirm this entry.
This a USB network device to connect the "integrated Dell Remote Access Controller" to the server's main operating system via Ethernet.
The controller is a small computer board providing monitoring and basic control functions (like shutdown, hard reset, switching its power on; IPMI) for the main server system, even if it is switched off.
You set an IP address X for the controller card in its firmware configuration settings, this NIC then gets assigned X+1 via DHCP.
In recent firmwares (2.60.60.60 here), the IP MUST be in the range 169.254.0.x/16 (assigning x+1 to the USB device from the OS's point of view) with 0<x<253 and NOT x=4 or x=3; note that the third byte MUST be 0, if not, the connection simply won't work. In older firmwares, you can use other IP ranges as well.
