@joshuamartin20111 Thunderbolt and USB-C docks are made of multiple chips. The dock you describe has a USB hub chip and a DisplayPort to HDMI chip (not a USB device). Common USB devices included in a dock are Ethernet adapter, SD Card Reader, and USB audio.

The 2817 is probably just the USB hub part of the dock. Usually a hub has a USB 3.x part and a USB 2.0 part. For VIA Labs devices, 28## is usually for the USB 2.0 hub. I expect there to be a 08## device for the USB 3.x hub.
